The Swans have agreed with Stockport a figure that will reach as high as £400,000 and eclipses the fee that the Swans paid Liverpool for defender Colin Irwin back in the summer of 1981.
Williams spent the last few weeks of last season on loan at Swansea and played a part in the final Championship run in amongst reports that the deal had already been agreed. Ashley signs a two year contract with an option for a third year depending on appearances.
Announcing the deal, the club's official web site stated "The fee agreed with Stockport County is set to reach £400,000, which will make Ashley the most expensive player in Swansea City's history. He adds to the growing band of players at the Club qualified to play for Wales with Ashley's international future expected to be long and fruitful."
