Clement was speaking after watching his Swans side complete a 4-1 win at MK Dons in the second round of the league cup, surviving an early scare along the way to progress in the competition.
It was reported at the start of the week that the Swans and Hull had reached agreement on the transfer of Clucas and it seems that Kingsley is now confirmed to be going the other way in a separate deal.
26-year-old Clucas underwent a medical in Swansea yesterday and the final details are set to be finalised on Wednesday.
“He has had a medical today” said Clement.
“I don’t believe that the paperwork has been signed yet but I believe that is very close to being done.
“Assuming that happens tomorrow Wednesday then he should be a Swansea City player.
“Stephen is close to being done too. He is a good player and he has been a good player for this club but I think it is probably the right decision that he goes and gets regular football,” added Clement.
