The Swansea City defender has been the subject of reported interest from the Premier League new boys but Blackpool have now made their approach official and had a bid turned down by Swans Chairman Huw Jenkins.
Rangel is currently in Holland with the squad but missed last night's 9-1 victory in the second match on the tour.
Speaking via the official website, Swans boss Brendan Rodgers said "An offer has come in to the chairman from Blackpool for Angel, but it has not been accepted.
"The situation is under control and I am due to have a meeting with Angel tomorrow.
"I want him to stay and there is an offer of another contract on the table for him.
"There is bound to be interest in him, like there was with Darren Pratley, because he's a quality player. Angel is 27, in the last year of his contract and desperate to play in the Premier League. But so are we.
"We have no need to sell him (financially) and I think this is the place to be.
"Like I said, we are in control of the situation and it was just coincidence he didn't play against VCS. Certain players needed a rest rather than play two games in two days. He wasn't the only one.''
