Remind me why a bicycle kick that hits an opponent in the head when they are standing at full height isn't classed as dangerous play again?

I know the Southampton player was mortified but that really could have been even worse than what it was. When I saw it on MotD I was thinking surely that's a red all day long but the ref only chose to book him.

Of course it was red. Out of control, violent and dangerous with force.

In mitigation it was against Chelsea, so a yellow was harsh.
