A few clubs will definitely not have voted in favour of that - Chelsea in particular I would imagine. I think Todd has spunked something like a billion in two years on 28 players?

A normalized spending cap will definitely hurt some clubs more than others, that said it just means everyone runs the same speed but the bigger clubs definitely start further ahead of the starting line. Overall I am in favour of such a thing and would certainly approve of it in the EFL as a broader whole.
 
After a meeting in central London on Monday, Sky News was told three clubs voted against the plan - current champions Manchester City, Manchester United and Aston Villa. It is understood Chelsea abstained.
