What do the arrows mean?

I understand the arrows to mean the direction the correct answer lies in relation to your guess.

So if (spoiler alert) you guessed England and the answer was France you'd likely see a downward arrow with the number 30 or 22 (not sure how the measure the distances - is it between capital cities, I dunno).
