Info required, Cardiff Airport

I need some specific info on Cardiff Airport, so thought I would turn to the combined wisdom of Planet Swans.
I'm coming over on Tuesday Dec. 9 for the Portsmouth match and bringing a friend from Spain. Normally my onward travel would be by train, but time is tight. The plane lands at 4.00pm, kick off is 7.45pm and I've got to call in to Baglan en route.
For this reason, I've hired a car, which is coming from Budget. The instructions say the Budget desk is 'in the terminal'. I've never noticed car hire desks actually inside the terminal, but I've not been looking before. I know there's a building housing car hire companies about 80-100 yds from the terminal on the left as you come out.
I won't have time to bugger about, so my question is, where EXACTLY is the Budget car hire desk?

Avis (who usually partner with Budget) are in that external building that you refer to, assuming it’s the one on the road towards the BA maintenance hangar.

Well he spoke to me last week coming out of the council offices so I automatically assumed he was doing fuck all if he works in there.

Had a very similar experience at Lanzarote airport on Monday. Confirmation said at terminal but was a transfer. Annoying as shit.
