By which party? It's only Trevor Birch quoted in that article and I don't think he's standing for election?

If Drakeford was more politically savvy/cynical (delete as appropriate), he'd have promised something like that in Labour's election manifesto. Personally I feel there's something old-fashioned about Welsh Labour not promising anything post-election as they've acknowledged they may not be in power to keep those promises. I would hope they do have plans already drafted if they do win re-election of course.
