While Pearlman was well known to the Americans and Birch was one of the few CEO type people in football whose name might have outside the UK, I can't imagine anyone outside the clubs he's been associated with will have heard of Winter.
My conspiracy theory (completely made up) is Birch was approached by Spurs, the Americans agreed to the move as long as he found a replacement with some history, Winter was unemployed.
I'm not sure how much influence he'll have on the team / squad but looking at his clubs doesn't suggest pass and possession is his thing.
