Listen, we don't know what this geez is going to do. Whether or not know it alls from his former club are glad he's gone don't keep me up at night let's be honest. Club owners often try to hide behind their CEOs, but a CEO can only ever be as good as the owners allow him to be. As far as the Swans are concerned a CEO's remit is polishing the turds that the owners throw in their direction.

The timings indicate these moves have been planned for some time, but who by?
While Pearlman was well known to the Americans and Birch was one of the few CEO type people in football whose name might have been known outside the UK, I can't imagine anyone outside the clubs he's been associated with will have heard of Winter.
My conspiracy theory (completely made up) is Birch was approached by Spurs, the Americans agreed to the move as long as he found a replacement with some history, Winter was unemployed.
I'm not sure how much influence he'll have on the team / squad but looking at his clubs doesn't suggest pass and possession is his thing.

Judging by the trusts statement last night stating 'It is clearly critical, particularly in the current climate, that a new Chairman is appointed as soon as possible and that someone is appointed who has the skills to meet the challenges that our club is going to face in the coming months'

They had no idea that Winter was coming quickly (no puns needed)

But was a bit contradicted this morning when they said

'The Trust can confirm we had a lengthy discussion with Julian prior to his appointment, where we discussed his ideas and the various challenges and issues that we view as critical for the future of our club'

The world of football club CEO must be very small so I suspect Birch would know him, knew he was available and suggested him. A word or two with Rodgers was probably involved (I think he still has time for us).

Whether you personally saw any worth in what he was doing, he was being paid to offer an insight into the footballing aspect of the club - an insight that is no longer available, hence my point.
