Manchester City have taken legal action to challenge sponsorship rules and the means by which decisions are taken by the Premier League

The delay is annoying, but those two situations are nothing alike. No doubt they'll impose a fine on the club with unlimited resources.The delay is annoying, but those two situations are nothing alike. A club in the Football League signs up to the rules of that league as a member and the rules around going into administration are (relatively) clear.
Man City are being accused of something totally different and crucially they are denying it (unlike Forest and Everton this past season). Given the money they have to spend on their legal defence, it's no surprise that it's taking a lot longer to resolve.
Having said that, I fully expect the final outcome will be for the authorities to impose a token punishment at most.
