It still is, its why Liverpool have a bit of a quandary about a player they have recalled from Ajax. If they play him in the cup to ease their squad burdens they can't loan him back out afterwards elsewhere

Maybe this recall was due to Ronald being out and injury being longterm? What you will get with Cooper is he will chase people down and get fouls. It might actually suit him under Matos and maybe he has one eye also on Wales Squad for World Cup?
