I believe its just an app you can get on your phone, i had one a couple of years ago to do my mums old pics and it was very eaqsy, just search for "black and white photo editor" in your app store. plenty of free ones.

I had no idea how readily available such software was. Some amazing results
 
I had a go at this a year or so back with some of my Mum's old Black and White photos. Did it using the app on my phone which went well enough - the results shown here are brilliant and show what can be done bringing some precious memories to life much more
 
I tried colourising this but no success. 🙄
