PPM for electric vehicles?

On the matter raised by the OP, I've long been an advocate of the idea to dispense with road fund licence and simply tax every road user on a per mile basis. This makes it even Stephens for electric vehicles v ICEs and means that the more miles you drive, the more you contribute to maintaining the roads. If you choose to walk or take public transport then owners of petrol or diesel vehicles contribute less in the way of carbon emissions. The road fund licence money could be collected by adding a bit to the cost of petrol and diesel and the fuel companies remit back to the treasury.
 
Tax the cyclists who use the roads as well. And tax them double if they were those stupid Lycra jerseys with sponsorship badges all over them.

How would you collect the EV tax in practice? I presume you wouldn't trust the EV owner to report their annual mileage to some government authority for a retrospective charge? How would you police it?

Milage data could be collected from MoT's, each year.

Good point, well made. Not sure about this but I'm guessing EVs for the most part have satnav systems as standard so GPS tracking data can be used. My ICE car has an app that allows me to see journey data such as average speed, distance covered, mpg etc so perhaps could be done that way. What about using data from the roadside chargers or home chargers that can easily measure how much electricity has been delivered each charge?

Cars aren’t MOT’d until they are 3 years old, so that’s not going to work.

The idea of charging per mile has some merit, but those who live in rural areas where there is little or no public transport would be heavily penalised.

I have noticed that there’s a lot of purple trunking at the side of motorways these days, so maybe pay per mile isn’t out of the question but it’ll be a very unpopular move - possibly similar to the 20mph issue here.

Maybe increase the tax on EV’s so it’s a lot higher to balance out. The way technology is advancing, it won’t be long before domronr finds a hack to reset or “clock” the mileage on EV’s so I can’t see PPM being the answer.
 
This will have to be done by some sort of self assessment scheme, backed up with evidence provided through MOT, imposed annual validation, etc. This then raises the topic of mileage clocking fraud.

Compulsory satellite tracking? All governments would be all over that. Another step towards big brother.

It’s wouldn’t work for a brand new car, anything after the initial 3 years and it’s good to go

Self report for first three years, true up with first MOT or sale.

MOT thereafter.

Same as gas and electric really. True up every so often but relies on self reporting.

Fine if sale or first MOT shows discrepancy of more than x%.
