Blackburn , Sunderland etc
Lots of clubs have billionaire owners but they don't seem to like spending their money, Cardiff and Bristol city for example
 
Cardiff been promoted twice and just outside play offs now
Bristol City going reasonably well
Most clubs thrive on investment
In many sports there are salary caps to improve smaller clubs chances of success and increase the level of competition for fans or neutrals
 
Cardiff aren't owned by a Billionaire. At current £/$ exchange rates he's just over half that.
