Awful, reading that article, I think there's a couple of red flags that should have been picked up on, firstly not the registered keeper, then naming another, and address not corresponding with the named person, surely if that happens further checks are needed.
 
This sort of thing can have devastating consequences on peoples lives. I once dealt with a fella who’d been disqualified for multiple offences he knew nothing about, lost his job and almost his house cos no one would listen.

Of course, very basic security checks could have prevented that. I am absolutely astonished that the police give these NIPS out, it would only take a minute or two, too see if there is any validity of such claim. As in the speeder gets a ticket, names some random person, the police only have to look up where he is living, for me it's just sheer laziness on the part of the police.
