The fact is that when the refunds were offered, the club stated at the time that anyone who left their money in would be prioritised when fans were allowed back in. To change their mind on that would be very unfair as it was a major factor in my (and I’m sure many other peoples’) decision to not have the refund.
I fully appreciate your point that some people aren’t fortunate enough to be able to forego the refund, but equally by that standard I’m sure there are people who would have loved to have had a season ticket in the first place but couldn’t afford it. They obviously wouldn’t expect priority in this situation.
The club’s plan didn’t unfairly treat those who took the refund, as they still kept first dibs on their seat for the following season, but the offer to prioritise fans who didn’t take the refund was an incentive for them to do so, not a means of unfairly treating others. It seems a reasonable plan in difficult circumstances.

As stated above it was made clear that if you kept your money in you would get preferential treatment on a return to the stadium. I would imagine that even then some of those drawn may not want to go on their own or would be wary of returning for health reasons etc.
