I'm not 100% certain, as NFL rules are complex at the best of times, but I don't think this means anything really.

NFL teams can have up to 90 players on the active roster at the start of training camp before having to cut it down to 53 by the start of the season. So he's still almost certain to be on the practice squad next season at best.

I know we have a few NFL fans here, so one of them may know more than me about this and could prove me wrong.

To be fair, it's probably accurate. The IPP players basically don't count towards the limit of players a team can have on their practice squad. They're always on low wages, so teams will keep them around in case of an injury crisis or similar.

The Jaguars new coach and GM probably told him he'd be on the practice squad again this season but would have practically zero chance of playing once pre-season is over. He could have stayed and banked the money but has seemingly accepted he's not going to beat the odds and make it in the sport.

Linemen have been the most successful right? Unless I'm just thinking of Mailata with the Eagles who's gone on to be one of the best in the sport. It would make sense for a rugby player used to scrummaging to be able to adapt to playing on the offensive or defensive line.
