Quite so.
An example is 'lead-free petrol' - which was introduced in 1984/5? Long before the internet was switched on - so the research in those days was published in specific journals, or as text books as you're probably aware.
It was claimed that lead additives in fuel were detrimental to 'the environment - causing pollution, death of habitats etc. Research was carried out and, to cut quite a long story short, the lead replacements that were put into the 'lead-free' petrol - namely toluene, o/m/p xylene and other hydrocarbons were potentially worse pollutants. Original catalytic converters could not deal effectively with these.
