Absolutely. It's why I only suggested a 1-year offer to Andre if Cooper wants to keep him. As others have suggested, I imagine he's off to another country and may already have it arranged.
Considering the way they have run the club since relegation, I'd be shocked if the owners did anything other than what you've suggested.
A couple of high quality loans like Guehi (or Gylfi or De Guzman for historic examples) and a few permanent signings, hopefully relatively young players with potential who are not likely to see their value drop with relegation. On sensible wages of course.
