Well you can say that, but Citeh have spent nia on a billion quid this window with players they've bought with fees and wages etc, think one or two are going there in close season, not 100% on that though.
They've spent about £126m this month, nowhere near £1b?

Man City have been using every loophole to inflate their profit so they don't fall foul of the rules, that's why they'll be going to court soon. Unfortunately they've got more money to spend on lawyers than the PL do. Which is ridiculous in itself.

If you want to name a club that seemingly ignores the profit and sustainability rules and seem to get away with it, it's Chelsea you want to complain about.

I don't think there'll be anything significant there, the way the "experts" are talking and they Citeh probably couldn't give a fuk anyway.
I doubt anything will come from it.

Hasn't stopped Man City spend another fortune in this window.

Heard it mentioned somewhere, probably talksport and in jest then, they got two players joining in summer as well as the two or is it three this window?

Chelsea are another club who know how to play the rules by signing players on ridiculous contracts.
