One earns more than the other.

Neath Jack is correct, fines are now levied on an ability to pay. If you earns loads you pay more, if you don’t earn much or are a “Dolee” you’ll have a smaller fine. If you don’t fill the paperwork in the Court will automatically hit you with a huge fine.
