Unfortunately its so ingrained into the game it would take a seismic change in enforcement to make a difference. Post match punishments on video review is one but a harder stance from referees in the match itself is another. You see some teams time wasting within the first 15 minutes but you only see a goalkeeper booked for it in the last 5.
The issue then becomes that this is the "norm" in the professional game so go and watch a local game at any level on any day of the week and you see many of the same actions.
Its not right, its massively frustrating but the FA, Football League, Referees Association, FIFA, UEFA and everyone have no real desire to change it. If they did they would have done it by now

Just to add referees can't read the game, so it also works the other way that players don't get a foul unless they go down
