Rushworth would make more sense, he's only 23 and could actually be good enough to play for a lower-half PL team. United may need him given the clangers their first two keepers have dropped this season.
Based on the current performance of Ute's current keepers he could be in with a shout at being their number one 😉
 
Number 3 though. he must feel confident that he can make his mark to go in at number 3 choice. I mean this is not the man utd of the past, the club still holds weight in some players eyes and influence choices. I don't blame him as an opportunity to play for a previous top team cannot be overlooked but, at what cost?
For Heaton, it was a chance to return to his first club and earn a decent wage, but with no expectation of playing games (I think it was 3 appearances in 4 seasons), but he was a lot older than Woodman.

There's been others who have done it. Richard Wright at Man City for 4 seasons without playing a game, Rob Green at Chelsea the same. The clubs don't expect them to ever play a game, but prefer spending more money on an experienced 3rd choice keeper rather than a youngster, just in case of an emergency situation.

I would have thought Woodman at 28 would have more ambition than that, but who knows?

Danny Ward has wasted his career being a back up keeper when he could have been a number one elsewhere.

Woodman probably realises that he's topped out as a Championship keeper.

Three or four year contract at Utd. Easily £10-15k per week. He could see that contract out, earn enough to live his life in comfort and still play on for another five or six years afterwards.

And unlikely to ever make an appearance barring an unlikely series of injuries/suspensions/clangers by the players ahead of him. Good thing he doesn't have any England aspirations
