The club don't control this. Cooper has a contract that allows him to leave in the summer window if the agreed compensation is paid. He can talk to who he wants and if a club says "Yes we want him" then the Swansea management will negotiate over the compensation. That might be no more than "pay up or push off", but until that is agreed or the window shuts Swansea are inevitably waiting on Cooper and other clubs.

They aren't going to sack him at this time whatever they think, because then they would lose the compensation from him moving and would have to pay him compensation as well. So we wait.

Were Fulham ever interested? Did they say they were? Or was that Coopers agent/someone in the club who wants him gone/someone else's agent who fancies his man for the Swansea job/just some journo inventing copy? 95% of all football transfer rumours are just people trying to move their pet project along and have no basis on fact.

I think they’re just trying to get his clause down to 2M rather than 3.5M, I can see an agreement happening with Cooper to be honest.
