I'm no fan of Allardyce, but you can see the logic in appointing him to ensure there was no chance they'd be relegated, given his track record of keeping teams in the PL.
This time they were in far more danger of relegation, being 16th in January, but chose to appoint Lampard, who has no track record of being in a relegation fight. Odd choice and they probably deserve to go down.

Allardyce’s record took a downturn at West Brom in his last appointment. I don’t think he’ll manage again for health reasons.

Agreed, but that's the kind of appointment Everton surely needed. Appointing a guy with one season at Derby (playoffs) and two at Chelsea (4th and sacked while in 9th) just seems negligent for a team trying to stave off relegation.
