Yeah it's my number one bane of contention with Luke. I like him as a manager, but his insistence on only using previously failed players does my head in when the academy is still in a good shape.People go on about how thin our squad is yet the management seem very reluctant in utilising our U21's.

Your experienced veteran will likely not really improve your chances of winning a game, but is less likely to drop a bollock and lose you the game.
Or maybe I'm wrong and Luke has had a good look at them all with the result he genuinely believes they're no better than those currently in the team/on the bench?
