Often the incentives aren't there for managers/head coaches.Probably not a shock that the two worst examples, Martin and Williams, both come across as the type to put short term personal advancement ahead of long term benefit of the club that they're being paid to manage.

I'm not sure what the average period in charge is for Championship managers these days, with a few exceptions it's probably 18-24 months or so. There's little incentive for managers to prioritize youth development as they'll be gone before you see the fruits of it most of the time. It needs to be a priority from the top of the club, and managers when hired need to be told that it is part of their duties to play and develop youth, not just token gestures here and there. There are clubs that operate this way, it's not a pipe dream.
Managers are only a few results away from the sack most of the time, so if they have the option of signing a seasoned pro or develop youth, it's a no-brainer, give me the pro. ideally those decisions should be taken out of their hands to an extent.
