The fact that they're not doing so well in Europe and the standard of the league has taken a tumble doesn't make them a small club. If they and Celtic were in the Premier League, their sheer support base would take them up the table eventually.
Are they bigger than Villa? No I wouldn't say they are. And the wages they can pay their manager are clearly inferior. However, in terms of support, history and stature I'd put them roughly on par.
I say all this as someone who can't stand Rangers.
I don't think anyone is calling them a 'small' club and obviously they're 'bigger' than us, for whatever that is worth. Just that they have a fraction of the influence in the football world that some of their fans think they do.
Don't buy the argument that their fanbases would somehow take them up the table. Rangers' stadium holds 50k and Celtic's 60k. Newcastle are in between them at 52k and average over 50k attendance most seasons (including their last season in the Championship). Yet their fanbase hasn't taken them up the table, it's going to be the Saudi money that may do it.
Unless they could get away with charging their fans many times more for tickets than every other club in the PL, their fanbases aren't going to do a lot for them. The PL money would help, but if they were added to the PL for next season (which I know is not going to happen) I'd put good money on one of them getting relegated and a slightly smaller amount on both of them going down.
