Another is that the ball is "in play" from the moment the ball is put on the corner quarter circle allowing the ref to watch and blow up for free kicks or penalties before it is crossed into the box

I am curious how much difference the former would make
Rule changes aren't needed, the laws already exist to deal with the situation, we've just allowed ourselves to drift into a situation where the refs are afraid to apply them. If you're wrestling with an opponent or pulling his shirt, it's a foul (attacker) and a free kick, or a pen (defender). If the refs cracked down and gave the appropriate sanction, there'd be howls of protest for a week or two, but it would soon settle down when players got the message.

That happens in football though imo. How many times have we seen it with our players? Decisions that don’t get given to us just to get given to the opposition team 5 minutes later. It’ll probably get framed as the officials being biased towards the big team but it happens to everyone.
 
It’s part of the game and always has been.
We weren’t given a handful of stonewall penalties all season and then we get one at QPR a yard outside the box.
