He’s neither innocent nor guilty as he was never charged with anything. But that fact in itself doesn’t mean he never actually did anything. Or did do anything.

A lot of people have commented that Charges were dropped, but that’s not the case as he was never Charged in the first place.

The person concerned was arrested by Greater Manchester Police and an investigation then commenced. A person would normally be Charged when there is sufficient evidence to Charge, in this case that threshold doesn’t seem to have been reached. Reading between the lines, it appears GMP sent a case file to the CPS who’ve kicked it in touch which is different to Charges being dropped.

I’ve no idea what happened, but the fact it’s taken 2 years to resolve won’t have done the victim or the suspect any good.

Agree with this, but not the victim part, there was an accuser, the victim in this affair was the suspect.

That’s quite a leap. There was an alleged victim (the accuser) and an alleged suspect (the accused). None of us knows the facts.

So when does a victim become just an accuser then?
When the case doesn't even make it past the Crown Prosecution Service perhaps?

I said alleged victim. And again, not meeting the CPS threshold doesn’t mean no crime was committed. Nor does meeting it guarantee a crime was committed.
