If the rules say 'local', that is always open to interpretation. We shop locally. The nearest supermarkets are 8 miles away. Does that mean we can go for a walk 8 miles away? Entitled twats they may be but as JackSomething said, a yellow card would have been sufficient imo.

The legislation does need tightening up, its poor and ambiguous, but driving 5 miles for a walk and taking refreshments stopping doesn’t cut it in my book, there are a lot of people who have much harder. If they don’t like it they can refuse to pay the fine and argue it out in Court.

To put the ladies walk in to perspective, there is a photo of the site where they were fined on the BBC web page, taken by a BBC employee sent to the spot after the report who more than likely travelled a lot further than 5 miles to do so. So is that worthy of a fine as well ?

Last week I was in work speaking to 3 other people to discuss a matter, two were from Chester, the other from Manchester, 50 miles away. Same thing will happen tomorrow. This is ok though because I'm in work.

It was unlikely that a BBC employee went to take that photo. There is a credit on it and they've probably paid that photographer to use it.

Edited to say that I checked the guy whose photos they used and he's a producer for the BBC who apparently lives in the area. It doesn't invalidate your point though, that it's OK to travel there for work but not a walk.

Tell you what its lucky that someone took a photo to prove what they were doing several hours before...
