I don't think it's the worst idea. Sheehan clearly doesn't fancy/think Bobby Wales is ready for championship football.
Cullen can't play as a 9 and VP even though yes he's on form hasn't shown he can do it consistently and can easilly blow cold like he has done before.

Only having 2 Sts for a season is a huge risk imo so I can see the logic behind it.
 
Also looking at the squad and bench, and possible outcome this could be our starting line up and bench:

Who Misses Out

So that Tells Me

- Cooper (Out)
- Fulton or Parker to Be In For Santos?
- Cullen in For Wales?

For the first time in a long time I'm actually trying to fit people on the bench.

Would be weird to get Bobby Wales in and then loan him out. Maybe play in some under 21 games. I understand your point and I think he is being moulded carefully as he is around the first team.
 
According to Sky, Idah’s deal is practically done.

That’s true, I have watched the series of WTW and I’m not sure if they are acting, but Ryan and Rob seem pretty naive when it comes to football and spending, even from the conference days. Feels like they are playing a game of Football Manager in reality, rather than zero consequences.
Just finished watching the series and I must say I got the opposite impression. These guys know what they are doing, they are pro, they hire the right people and the results speaks for themselves.

I think Cooper will go out on loan but Fulton and Ginnelly will stay for different reasons.
