I always thought 1 per team per half would be ok, especially if some of the very quick decisions made during the Euros can become the norm. I also think that, in the case of offside 'goals', the captains should be able to ask the lino who flagged (or ref via his comms with the linos) "Was it close?" and then make a decision on whether or not to officially challenge based on his response.
Again, it should be like cricket. In the case of marginal LBW’s, the captain will ask his bowler and wicketkeeper for their respective views, and then go from there. No need to involve an umpire (or a referee/lino) until it becomes an official review. I’ll go with your one per half.
 
Dutch player fakes being kicked in the face when the Romanian's boot went nowhere near him. Why doesn't VAR tell the ref to book him for simulation?
