I suspect that the Dems believe, that once again, the GOP won't have the backbone to do what is right...but the time the Dems are allowed before deciding whether or not to impeach goes past the transition to Biden. Ergo Trump under impeachment cant pardon anyone involved with the case detailed and maybe the culprits will face justice.
