The point is there isn't any detail behind it. Boris would like all those things and can't help himself so he says them anyway. Then reality hits and his wish list disappears. Exemplified by his response to Starmer at PMQs calling for Christmas shut down when he refused and said it would be inhumane. The data showed it was coming and three days later he announces the shut down. He's a glass half full bloke but to the point of stupidity.

Someone will have a handle on vaccine production rates, someone will have a handle on the availability of vials, someone will have an understanding on procurement targets, someone is planning the set up of vaccination centres, someone should be capable of calculating vaccination rates based on the hours in a day and the time it takes to give the jab, someone should have a handle on the coordination of patients. And if this isn’t happening then someone needs a good fućking arse kicking. Join all these dots together and give the public some tangible idea about the future. Real vision and hope and not just hot air and waffle in front of Peston and Keunssberg.

What did the vaccine have to do with his pronouncements that it’ll be over by the summer or by Christmas last year when no one knew when the vaccine would be available?
He’s an eternal optimist and the problem is that he talks the situation up when the science is saying otherwise because he’s desperate to convey good news. That’s why he has a reputation of continual U turning.
