A quick Google (cba reading the laws) says that you're now allowed to stutter if you're not within striking distance of the ball.

It always used to be that you had to keep up your momentum, from what I can remember. Andre definitely stops, though. Bit naughty, but if he keeps scoring them I won't complain.
